Customs-Trade Partnership Against Terrorism (C-TPAT) Implementation Plan C Minimum Security Criteria for Customs Brokers Extended

Customs Brokers who are current members of the Customs-Trade Partnership Against Terrorism (C-TPAT) program were informed that they had 90-days from December 31, 2006 to address the security measures outlined in the minimum-security criteria. However, based on some concerns voiced by members of our trade community we have extended the deadline to comply with the minimum-security criteria by an additional 30 days. Thus, existing member Customs Brokers will now have until May 2, 2007 to address all of the cited security areas. For those wishing to apply as a Customs Broker to the C-TPAT program, all the outlined minimum-security criteria must be properly addressed within their submitted application and security profile before it will be processed. Jurisdiction and applicable law Unless otherwise agreed, actions against the Freight Forwarder may be instituted only in the place where the Freight Forwarder has his principal place of business and shall be decided according to the law of the country of that place. Fiata model rules should comply with the law. 20. Mandatory Law These Rules shall only take effect to the extent that they are not contrary to the mandatory provisions of international conventions or national law applicable to the Freight Forwarding Services.

What is Freight Collect

The term freight used here refers to transportation charges. The INCOTERMS (International Commercial Terms) determine whether the shipper or the consignee is responsible for paying the freight. Freight Collect What is freight collect . Freight collect means that the freight still has to be paid by the consignee. The trade terms FOB, FAS, EXW, and FCA require a collection of the cost of the main carriage. In a collect delivery, the letter of credit (L/C) normally requires that the words "Freight Collect" be marked on the bill of lading, clearly indicating freight payable at destination. The mark may appear by stamp or be indicated by other means. A collection charge usually is included in the freight rate or is collected separately. Hence, the freight charged on a collect basis is normally higher than on a prepaid basis.

In domestic (local) freight forwarding, it is the delivery of goods usually from the exporter's premises to the local customs in exporting, and vice versa in importing. The customs broker also renders local freight forwarding for exporters and importers. International (foreign) freight forwarding is the delivery of goods from the exporter's premises (or from the port or point of origin) to the port or point of destination (or to the importer's premises). What is Dock Receipt

The dock receipt---shipping note---when signed by the receiving clerk (cargo checker) at the container terminal or dock is a proof of the delivery of goods. Please see the sample Dock Receipt below. The dock receipt format varies, but the contents are basically the same. Some dock receipts may include the Commodity Code (of goods) field. In practice, the commodity code of goods may be entered in the "Description of Packages and Goods" field in the dock receipt. What is a dock receipt , it is made out by the customs broker following the instructions and information contained in the shipping order (S/O), B/L application-instructions (BLAI or the export shipping instructions) and packing list. The number of copies of the dock receipt required depends on the circumstances. Certain countries require a fixed number, where at least one signed copy is returned to the forwarding agent or the shipper as proof of delivery. Short Form versus Long Form Bills of Lading

Short Form Bill of Lading In a short form bill of lading---blank back bill of lading---the terms and conditions of carriage on the reverse (back) of the bill of lading (B/L) are omitted, instead they are listed on a document other than the B/L. Unless otherwise stipulated in the letter of credit (L/C), a short form bill of lading is acceptable. The short form B/L saves the cost of printing (i.e., no printing on the back of the B/L) and if the terms and conditions of carriage change, there is no need to reprint the B/L form. Long Form Bill of Lading In a long form bill of lading the terms and conditions of carriage are printed on the reverse (back) of the bill of lading. The long form bill of lading is commonly used in international shipping.

Hong Kong's Noble Container Leasing Ltd acquires GCR Singapore

Container leasing company Noble Container Leasing Ltd (NCL), Hong Kong, has announced the acquisition of 75 per cent of of the shares of the Singapore based company Global Container Rental Pte Ltd (GCR), according to Shipping Gazette. GCR was founded in 2003 as a container trading and leasing company and subsequently has grown to a major player in the trading and domestic leasing business. Presently GCR owns a fleet of 1,500 containers and had a sublease fleet of 4,250 containers. The current staff of GCR will remain with the company. The existing NCL office in Singapore will be integrated into the office of GCR and GCR will change its name to Noble Container Leasing Singapore Pte Ltd. NCL is now expecting an expansion into the Far East with the offices in Hong Kong and Shanghai and Korea for the tank and dry containers and special equipment to meet offshore, housing and domestic requirements. OOCL to provide 4,578-TEU ship for Indamex service

OOCL will join the Indamex service by providing it the 4,578-TEU OOCL Kobe that will replace the 4,367-TEU CMA CGM Eiffel, which will soon depart to join the French shipping line's EPIC service, reports AXS Alphaliner News. OOCL had been in league with Indamex's rival, the Indus Express service, from its launch in 2006 to its end in January. OOCL has served the Indian subcontinent for more than a decade through the Colombo-North America leg of the Grand Alliance AEX service, and through its forerunner, the AEX leg of the AEX-PNX Pendulum service. Under the new arrangement, NYK, a slot buyer on Indamex since March, also becomes a ship provider by adding the 4,298-TEU NYK Galaxy that will replace the 3,821-TEU APL Alexacdrite. Indamex service providers now include Hapag-Lloyd, CMA CGM, APL, NYK and OOCL.

This development follows the successful integration of Schenker and Bax in Hong Kong and Macau last June. ORIENT Overseas Container Line (OOCL) has announced the opening of a new branch office in Kolkata, in the state of West Bengal in eastern India. The opening of the new office brings the total number of OOCL offices in India to six, with the other five offices located in Mundra, Mumbai, Chennai, New Delhi and Tuticorin. Hauliers in Malaysia may introduce flat-rate for all boxes

POSTED: 11:47 a.m. EDT, January 2,2007 THE Container Hauliers Association of Malaysia (Cham) is sticking to its guns in imposing a controversial flat-rate haulage tariff for all containers regardless of whether they measure 20, 40 or 45-feet from the first of the year. Freight forwarders and shippers oppose the move as they claim it will lead to a doubling of existing haulage rates, reported Kuala Lumpur's Business Times. It said that from January 1, the haulage fee for all container sizes will be based on the 40-foot rate, which varies dramatically from locality to locality. Yet tariffs are mostly in the range of MYR700 (US$198.17) to MYR1,000 per TEU with a doubling of rates for 40-foot boxes. A Cham spokesman was cited saying local shippers are given rebates of between 10-40 per cent per 40-foot unit, depending on the individual hauliers. Cargotec sells Indian engineering works to Finland's Citec in Pune

Cargotec Pune has transferred its Indian engineering centre in Pune, to fellow Finnish company Citec after the crane manufacturer entered into a agreement with the firm that has a staff of 530 and offices in Mumbai, Chennai and Bangalore, according to Shipping Gazette. As a result of the tie-up, Cargotec's team and office in Pune has become a fully integrated part of Citec operations, a statement said. The agreement came into effect on June 13. The transaction includes the transfer of Cargotec's engineering business and its 110 employees to Citec. The engineering centre is involved in projects for the global cargo handling industry. Citec said in a statement that the transaction "enables a fast growth in India, as well as strengthened engineering competence for the manufacturing industry".
