Customs Brokers who are current members of the Customs-Trade Partnership Against Terrorism (C-TPAT) program were informed that they had 90-days from December 31, 2006 to address the security measures outlined in the minimum-security criteria. However, based on some concerns voiced by members of our trade community we have extended the deadline to comply with the minimum-security criteria by an additional 30 days. Thus, existing member Customs Brokers will now have until May 2, 2007 to address all of the cited security areas. For those wishing to apply as a Customs Broker to the C-TPAT program, all the outlined minimum-security criteria must be properly addressed within their submitted application and security profile before it will be processed. 19. Jurisdiction and applicable law Unless otherwise agreed, actions against the Freight Forwarder may be instituted only in the place where the Freight Forwarder has his principal place of business and shall be decided according to the law of the country of that place. Fiata model rules should comply with the law. 20. Mandatory Law These Rules shall only take effect to the extent that they are not contrary to the mandatory provisions of international conventions or national law applicable to the Freight Forwarding Services.

The term freight used here refers to transportation charges. The INCOTERMS (International Commercial Terms) determine whether the shipper or the consignee is responsible for paying the freight. Freight Collect What is freight collect . Freight collect means that the freight still has to be paid by the consignee. The trade terms FOB, FAS, EXW, and FCA require a collection of the cost of the main carriage. In a collect delivery, the letter of credit (L/C) normally requires that the words "Freight Collect" be marked on the bill of lading, clearly indicating freight payable at destination. The mark may appear by stamp or be indicated by other means. A collection charge usually is included in the freight rate or is collected separately. Hence, the freight charged on a collect basis is normally higher than on a prepaid basis.

The dock receipt---shipping note---when signed by the receiving clerk (cargo checker) at the container terminal or dock is a proof of the delivery of goods. Please see the sample Dock Receipt below. The dock receipt format varies, but the contents are basically the same. Some dock receipts may include the Commodity Code (of goods) field. In practice, the commodity code of goods may be entered in the "Description of Packages and Goods" field in the dock receipt. What is a dock receipt , it is made out by the customs broker following the instructions and information contained in the shipping order (S/O), B/L application-instructions (BLAI or the export shipping instructions) and packing list. The number of copies of the dock receipt required depends on the circumstances.
